Steven W. Hoyt - District 8 Representative
Birmingham City Councilor Steven W. Hoyt is President Pro-Tempore. In this role he presides over the chamber in the absence of the Council President, among other designated duties.

President Pro-Tempore Hoyt is Chair of the Budget and Finance Committee and a member of the Economic Development and Utilities Committees. His passion for the rapid progression of minority and women owned businesses lead to a major study in the in the City of Birmingham –The Disparity Study. The study outlines the key challenges standing between the City of Birmingham and a brighter future.

Recognized nationally by Neighborhood, USA (NUSA) for the creation of the annual
Party with a Purpose, the family oriented festival, created by Councilor Hoyt in 2006, is a shining model of a community event that successfully folds the resolve of serious issues with a recreational atmosphere. In 2011, the Party with a Purpose took first place in the 2011 Best Neighborhood Program category.

A dedicated community leader, Councilor Hoyt has worked for more than twenty years to impact change that will yield positive results for the community. His efforts have earned him multiple awards, too numerous to name.

Currently Vice-Chair of the Birmingham Airport Authority, he is no stranger to leadership.
He has served as a member of the Birmingham Board of Education Policy and Procedure Committee, former Vice-Chairman of the Commercial Development Authority, former Chairman of the Five Points West Cooperative District Bonding Board, President of the Belview Heights Neighborhood Association, and former Vice-President of the Five Points West Community. He has also served on the Jefferson County Economic Development and Industrial Authority where he co-authored the Minority Participation Policy which guarantees minority inclusion in all contract opportunities that are initiated by the board.

With a heart for service, he is an active member and minister in the Christian Methodist Episcopal Church. He is pastor of the “the little church, with a big heart” West Princeton C.M.E. Church.

Councilor Hoyt holds a Bachelor of Arts Degree in Social Science from Miles College. His post graduate work was completed at Alabama A&M University in Urban and Regional Planning. He is a zealous member of Alpha Phi Alpha Fraternity, Inc.

A native of Gadsden, Alabama, he is the eighth of nine children born to the late Lula Catherine Hoyt. Married to the former Daphne Ann Colvin, together the couple has one daughter, Maya Christian Hoyt.
